Completion of the INSPIRATION Project

Successful implementation of the INSPIRATION project was completed.

The EU- financed Multicountry Project „INSPIRATION – Spatial Data Infrastructure in the Western Balkans” with the aim to promote Spatial Data Infrastructure (SDI) and to coordinate its further development in the Western Balkan countries. Project contributed to a favorable environment for accurate, up-to-date, high-quality, well structured and accessible spatial data in local, regional and State administrative bodies in the target region and to preparing Beneficiaries to meet the objectives of the Inspire Directive.

Implementation period of the INSPIRATION Project: 1.1.2012 to 31.12.2013.

The project participated cadastral and cartographic institutions of the Western Balkan region.

The Project was implemented throughout three main activities:

Activity 1: Policy, institutional and legislative framework analysis

The main results to be achieved by this activity were: more comprehensive and comparable information available within and between Beneficiaries on the status of Land Administration and Spatial Data Infrastructure to guide reform priorities, policy development, legislative improvements, as well as exchange of knowledge; more efficient institutional frameworks and technical arrangements established;]

The final outputs of this activity are:

  • The “Regional SDI Legislation Framework Analysis” in the form of a summary of the most relevant findings per country plus overall conclusions for the whole region,

  • Regional SDI Establishment Recommendation Report and two Annual Regional Cadastral Studies on cadastre and SDI.

Activity 2: Capacity Building and knowledge transfer

The main targets of this activity are to collect information on the state of play and needs in terms of capacity and skills and analysis for future improvement of training and education; to increase skills of National Mapping and Cadastre Authority officials in analysis, interpretation and policy response on SDI; to make SDI/Land Administration procedures, system and tools accountable and to enhance relevant expertise.

The final outputs of this activity are:

  • The “Regional SDI & Land Administration (LA) Capacity and Education Study” in the form of a summary of the most relevant findings per country plus overall conclusions for the whole region,

  • Regional SDI Establishment Recommendation Report on education and capacities for SDI/Land administration,

  • Conference on the organization of Capacity Building and Education in the fields of Surveying, Geomatics and SDI,

  • Training on INSPIRE Directive implementation,

  • Two National Workshops.

Activity 3: Awareness raising and communication

The main goals of this activity were to increase awareness in NSDI / INSPIRE among general public and government; to enhance cooperation and exchange of information on SDI / INSPIRE within and between recipient resulting in better targeting of support and more effective interactions.

The main results of this activity were:

  • Regional Public Awareness Study,

  • Regional Public Awareness Recommendations Report,

  • Two annual regional Conference on cadastre,

  • Seven Conference “INSPIRE day” and annual Regional INSPIRE forum,

  • Organization of Public Awareness Campaign on SDI and LA reform,

  • Creating INSPIRE educative video film and INSPIRE Brochures.

The Project significantly contributed through these three activities toward further deepening the regional cooperation, broadening the focus of the national reports towards a more holistic approach instead of pure focus on legal transposition into national laws and regulations, to rising awareness regarding Spatial Data Infrastructure in WB countries and to coordinate SDI further development in the Western Balkan countries.
